The Story

Where this work comes from

Jérôme Parenteau opened his consulting practice in Drummondville after spending over twelve years working in and around administrative offices at the municipal and non-profit level. What he kept seeing — in meeting rooms, on desks, in email threads — was the same problem wearing different hats: documents that took too long to understand, conversations that started well and trailed off without a clear outcome, and offices where nobody could say with confidence how a particular file moved from arrival to completion.

None of it was caused by incompetence. The offices he worked with were staffed by capable, careful people who were simply too close to their own systems to see them clearly. A letter that took four readings to parse had probably always taken four readings; nobody had thought to ask whether it had to.

The practice focuses on three areas where clarity has a measurable effect: how teams write for general readers, how staff speak with the public on difficult days, and how files travel through small offices with fewer than 25 people. Each engagement is bounded and practical — a defined scope, a set of deliverables, and an end date that the office can plan around.

The approach draws on plain-language writing principles that have been standard in the public sector since the 1980s, adapted for the rhythms and resource levels of a small Quebec office. Nothing here requires specialist software, new staff, or a restructuring. It asks only that a team take a careful look at what they already do — and then write it down more clearly, or do it in a slightly different order.

Defined Scope from the Start

Every engagement begins with a written scope document outlining what is included, the number of sessions or on-site days, and the deliverables you will receive. No additions without agreement.

Confidentiality as a Default

A confidentiality agreement is signed before any documents are reviewed or interviews conducted. Information shared during an engagement stays within it.

Bilingual Delivery

All services can be delivered in French or English. Written deliverables are prepared in the language chosen by the client. Mixed-language settings are handled with a clear working-language agreement.

Observation Before Recommendations

For process work, no recommendations are made until the current state has been mapped and measured. Findings are based on what is actually happening, not on a generic template.

Practical, Not Theoretical

Recommendations are sized to what an office of fewer than 25 people can actually implement without a budget increase or additional staff. Complexity is added only when it solves a specific problem.

Feedback at Every Stage

Draft deliverables are shared with the client before final versions are produced. Programme materials are adjusted when a group's needs differ from what was expected at the scoping stage.
